About the position

The Human Resources Specialist 1 - Labor Relations position is responsible for providing expert advice and support in labor relations and human resources management. This role involves counseling supervisors, interpreting policies, conducting investigations, and facilitating grievance processes. The position aims to resolve employee-related issues effectively while ensuring compliance with relevant laws and agreements.

Responsibilities

  • Advise supervisors at all levels on counseling, discipline, grievance, and performance evaluation procedures.
  • Interpret terms of negotiated agreements, department policies, and Civil Service law as they apply to employee situations.
  • Perform fact-finding activities related to employee grievances and disciplinary cases, and draft disciplinary charges.
  • Conduct agency-level hearings and monitor the timely processing of grievances.
  • Prepare notices of discipline in accordance with employee contracts.
  • Work constructively with managers and union officials in problem resolution forums and formal labor/management meetings.
  • Conduct second step grievance meetings and write decisions based on findings.
  • Review unsatisfactory performance evaluations and assist supervisors in preparing appropriate evaluations.
  • Collect and analyze information for referrals to Employee Health Services for fitness-for-duty examinations.

Requirements

  • A bachelor's degree and two years of professional human resources experience for Human Resources Specialist 1.
  • A bachelor's degree and one year of professional human resources experience for Trainee 2.
  • A bachelor's or higher degree for Trainee 1.
  • A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Nice-to-haves

  • Experience in labor relations or human resources management.
  • Knowledge of Civil Service law and employee relations best practices.
