About the position

The Human Resources Specialist 1 (NY HELPS) position is responsible for supporting recruitment efforts within the New York State Taxation & Finance agency. This role involves promoting the Team Tax brand, managing recruitment activities, and fostering a diverse and inclusive environment. The incumbent will work under the direction of senior HR staff and will engage in various recruitment initiatives, including job fairs and outreach to diverse talent pools.

Responsibilities

  • Participate in virtual and in-person job/career fairs, promoting the Team Tax Brand in recruitment efforts.
  • Maintain statistical data of recruitment activities for reporting and tracking purposes.
  • Review Team Tax print and social media content to improve marketing of positions within the department.
  • Monitor applicant responses on premium recruitment sites and manage resumes from outreach activities.
  • Conduct research and demographic analysis through exit and pulse surveys.
  • Establish connections with external recruitment partners for coordination of recruitment activities.
  • Assist in reviewing applicant materials and ensure consistent application of established policies.
  • Handle special assignments such as developing new programs and conducting recruitment drives.
  • Monitor and respond to inquiries in shared mailbox and support events calendar.
  • Conduct career planning sessions with staff and recommend career mobility options.

Requirements

  • A bachelor's degree and two years of professional human resources experience.
  • A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
  • Candidates must be a NYS employee and eligible to transfer by having at least one year of permanent service in a qualifying title.

Nice-to-haves

  • Experience in promoting diversity and inclusion in recruitment efforts.
  • Familiarity with the state's merit system and 55-b/c program.
  • Ability to navigate various computer systems and maintain technology skills.
