About the position

The Human Resources Specialist 1 (NY HELPS) position is responsible for supporting recruitment efforts within the New York State Taxation and Finance Department. The role involves promoting job opportunities, managing applicant responses, conducting research, and fostering a diverse and inclusive work environment. The incumbent will work under the direction of senior HR staff and will participate in various recruitment activities, including job fairs and outreach initiatives.

Responsibilities

  • Participate in virtual and in-person job/career fairs, promoting the Team Tax Brand in recruitment efforts.
  • Maintain statistical data of recruitment activities for reporting and tracking purposes.
  • Review Team Tax print and social media content to improve marketing of positions within the department.
  • Monitor applicant responses on premium recruitment sites and manage resumes from outreach activities.
  • Conduct research and demographic analysis through exit and pulse surveys.
  • Establish connections with external recruitment partners for coordination of recruitment activities.
  • Assist in reviewing applicant materials and ensure consistent application of established policies.
  • Handle special assignments such as developing new programs and conducting recruitment drives.
  • Conduct career planning sessions with staff for career path recommendations.
  • Communicate effectively with a variety of staff and agency personnel.

Requirements

  • A bachelor's degree and two years of professional human resources experience.
  • A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
  • Candidates must be a NYS employee and eligible to transfer by having at least one year of permanent service in a qualifying title.
