About the position

The Human Resources Specialist 1 or Trainee 1 or 2 (Municipal Assistance) position is responsible for providing technical advice and assistance to local civil service agencies in New York State. This role supports the administration of civil service activities, ensuring compliance with Civil Service Law, and helps local agencies in hiring and managing public servants effectively. The position involves customer service, problem-solving, training, and analysis to enhance the operations of civil service agencies.

Responsibilities

  • Provide exceptional customer service to local government employees regarding job descriptions and qualifications.
  • Review transactions such as voluntary transfers and non-competitive promotions, offering guidance to local agencies.
  • Evaluate problems faced by local civil service agencies and provide options for resolution.
  • Visit local civil service agencies to review operations and provide training.
  • Present training programs for local government officials about the civil service system, both virtually and in-person.
  • Support the Testing Services Division by answering questions about test administration policies.
  • Analyze annual reports from local civil service agencies to identify strengths and weaknesses.
  • Enhance communication skills by writing clearly and concisely for internal and external customers.
  • Utilize organizational and project management skills to advance modernization projects.
  • Travel throughout New York State to provide training programs, up to 20% of the time.

Requirements

  • A bachelor's degree and two years of professional experience in municipal civil service consultation and technical assistance.
  • Experience evaluating requests from municipal civil service agencies and monitoring their performance.
  • A Juris Doctor, master's, or higher degree in a related field can substitute for one year of specialized experience.

Nice-to-haves

  • A Master's degree in public administration or public policy is preferred.
  • A Bachelor's or Master's Degree in business or marketing is preferred.
