About the position

The Human Resources Specialist 1 or Trainee 1 or 2 (Municipal Assistance) position is part of the Municipal Services Division, which provides technical advice and assistance to local civil service agencies in New York State. The role focuses on supporting these agencies in their civil service activities, ensuring compliance with Civil Service Law, and enhancing the hiring process for public servants in local government. The position involves customer service, problem-solving, training, and analysis to improve the operations of civil service agencies.

Responsibilities

  • Provide exceptional customer service to local government employees regarding job descriptions and qualifications.
  • Review transactions such as voluntary transfers and non-competitive promotions, providing guidance to local agencies.
  • Evaluate problems faced by local civil service agencies and offer solutions.
  • Visit local civil service agencies to review operations and provide training.
  • Present training programs for local government officials about the civil service system.
  • Support the Testing Services Division by answering questions about test administration policies.
  • Analyze annual reports from local civil service agencies to identify strengths and weaknesses.
  • Improve communication skills through clear and concise writing with customers.
  • Utilize organizational and project management skills to advance modernization projects.
  • Travel by automobile throughout New York State to provide training programs.

Requirements

  • A bachelor's degree and two years of professional experience in municipal civil service consultation.
  • Experience evaluating requests from municipal civil service agencies and monitoring their performance.
  • A Juris Doctor, master's, or higher degree in a related field can substitute for one year of specialized experience.
