About the position

The Human Resources Specialist 1 (Testing) / Trainee 1 or 2 position is responsible for the development, administration, evaluation, scoring, and validation of Civil Service tests used by various state agencies and municipal jurisdictions in New York. This role involves analyzing job requirements, creating test content, and ensuring the effective assessment of candidates for employment in the public sector. The position is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS), allowing for non-competitive appointments under specific conditions.

Responsibilities

  • Plan, prepare, and evaluate tests using various formats including multiple-choice and job simulations.
  • Collect and analyze job information to develop appropriate test plans.
  • Write, edit, review, and proof test materials, collaborating with subject matter experts as needed.
  • Analyze test results and prepare scoring recommendations.
  • Work collaboratively with other members of the Testing Services Division and external groups.
  • Participate in inter-division workgroups and project teams to assist in modernization efforts.

Requirements

  • A bachelor's degree or higher is required for all levels of the position.
  • For Trainee 2: One year of professional experience in developing tests for merit system administration is required.
  • For Human Resources Specialist 1: Two years of professional experience in developing tests for merit system administration is required.
  • Experience in analyzing jobs, developing test plans, and evaluating test validity and effectiveness is essential.

Nice-to-haves

  • Knowledge of psychometrics, educational measurement, and testing.
  • Experience with statistical software such as R, SPSS, Python, SQL, Microsoft Access, or Excel.
  • Experience in quantitative research and analysis.
  • Familiarity with personnel testing or educational testing.
