About the position

The Human Resources Specialist 1 (Testing) / Trainee 1 or 2 position is responsible for the development, administration, evaluation, scoring, and validation of Civil Service tests used by various state agencies and municipal jurisdictions in New York. This role involves analyzing job requirements, developing test content, and ensuring the effective assessment of candidates for employment in the public sector. The position is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS), allowing for non-competitive appointments during the program's duration.

Responsibilities

• Develop Civil Service tests for hiring and promotion of New York State and municipal government employees.
• Plan, prepare, and evaluate tests using various formats including multiple-choice and job simulations.
• Collect and analyze job information to develop appropriate test plans.
• Write, edit, review, and proof test materials in collaboration with subject matter experts.
• Analyze test results and prepare scoring recommendations.
• Participate in inter-division workgroups and project teams for departmental modernization efforts.

Requirements

• A bachelor's degree or higher for Human Resources Specialist Trainee 1.
• A bachelor's degree and one year of professional experience in test development for Human Resources Specialist Trainee 2.
• A bachelor's degree and two years of professional experience in test development for Human Resources Specialist 1.
• Experience in analyzing jobs, developing test plans, and evaluating test validity and effectiveness.

Nice-to-haves

• Knowledge of psychometrics, educational measurement, and testing.
• Experience with statistical software such as R, SPSS, Python, SQL, Microsoft Access, or Excel.
• Experience in quantitative research and analysis.
• Familiarity with personnel testing or educational testing.
