About the position

The Human Resources Specialist 1 (Testing) position is responsible for the validation and evaluation of Civil Service tests used for hiring and promoting employees within New York State and municipal governments. This role is part of the Testing Services Division, which is implementing a new continuous recruitment testing model to enhance accessibility and convenience for candidates. The incumbent will work under the supervision of a Human Resources Specialist 2 and will contribute to various research projects and initiatives aimed at modernizing the Department of Civil Service's examination processes.

Responsibilities

  • Assist in the analysis and validation of personnel assessment tools and tests.
  • Collect and analyze job information for developing test plans.
  • Conduct test equating analyses to support the continuous recruitment examination model.
  • Analyze special populations to ensure test items are free from bias.
  • Perform mathematical and statistical analysis using software like R, SPSS, or Python.
  • Participate in research projects and inter-division workgroups.

Requirements

  • A bachelor's degree and two years of professional experience in developing tests for merit system administration.
  • Experience in analyzing jobs, developing test plans, and evaluating test validity and effectiveness.
  • Knowledge of psychometrics, educational measurement, and statistics.

Nice-to-haves

  • Experience organizing and processing data using statistical software such as R, SPSS, or SQL.
  • Familiarity with personnel testing or educational testing.
  • Experience in quantitative research and analysis.
