About the position

The Human Resources Specialist 1 (Testing) position is responsible for the validation and evaluation of Civil Service tests used for hiring and promoting employees within New York State and municipal governments. This role is part of the Testing Services Division, which is implementing a new continuous recruitment testing model to enhance accessibility and convenience for candidates. The incumbent will work under the supervision of a Human Resources Specialist 2 (Testing) and will play a crucial role in ensuring the success of this new examination approach.

Responsibilities

  • Assist in the analysis and validation of personnel assessment tools and tests.
  • Collect and analyze job information for developing test plans.
  • Assist in test equating analyses to support the continuous recruitment examination model.
  • Conduct analyses of special populations to ensure test items are free from bias.
  • Use statistical software to perform analyses and create reports and visualizations.
  • Participate in various research projects and inter-division workgroups.

Requirements

  • A bachelor's degree and two years of professional experience in developing tests for personnel selection.
  • Experience in analyzing jobs, developing test plans, and evaluating test validity and effectiveness.
  • Knowledge of psychometrics, educational measurement, and statistics.

Nice-to-haves

  • Experience with statistical software such as R, SPSS, Python, SQL, or Microsoft Access.
  • Familiarity with personnel testing or educational testing.
  • Experience in quantitative research and analysis.
