About the position

The Human Resources Specialist 1 (Trainee 1, Trainee 2) position at the New York State Department of Transportation (DOT) is a full-time role based in Long Island City, New York. This position is part of the NY HELPS program, which allows for non-competitive appointments for qualified candidates. The selected individual will work under the supervision of a Human Resources Specialist 2 and will be responsible for a variety of personnel activities that are essential to the management of the workforce. The role involves recruitment, placement, and employment services, where the specialist will assist in managing appointments, promotions, transfers, reinstatements, and terminations. Additionally, the specialist will develop requests for new positions, reclassifications, reallocations, and special salary treatments as assigned. The Human Resources Specialist 1 will also need to understand and interpret various laws and manuals related to Civil Service, including the State Personnel Management Manual and the Civil Service Attendance and Leave Manual. This understanding is crucial for performing a wide range of human resources activities effectively. The role includes assisting with recruitment-related activities and events, working closely with management to identify staffing needs, and participating in large workforce initiatives such as Seasonal Hiring and Reduction in Force. Effective communication is a key component of this position, as the specialist will be required to interact with candidates, respond to inquiries, and provide information regarding the appointment process. The role may also involve supervising a staff of employees in the Regional Administrative Office, providing guidance to program managers, and acting as a liaison with the Main Office Payroll to resolve discrepancies and customer relations issues. The incumbent will also be expected to handle special projects and assignments as needed, and must possess excellent oral and written communication skills to establish and maintain working relationships with various staff levels.

Responsibilities

Requirements

  • A bachelor's or higher degree from a recognized accrediting agency.
  • For Trainee 2 Level: A bachelor's degree and one year of professional human resources experience, or a Juris Doctor, master's, or higher degree in a related field can substitute for one year of specialized experience.
  • For Full Level: A bachelor's degree and two years of professional human resources experience, or a Juris Doctor, master's, or higher degree in a related field can substitute for one year of specialized experience.
