About the position

The Human Resources Specialist 1 position at the New York State Division of Military and Naval Affairs is responsible for a variety of personnel activities aimed at staffing, developing, and maintaining a competent workforce. This role includes responsibilities such as employee recruitment, classification and compensation, benefits administration, and labor relations, while also supporting military missions. The HR Specialist will ensure compliance with state and federal regulations and provide guidance to staff and management on HR-related matters.

Responsibilities

  • Perform personnel activities including position classification and compensation.
  • Conduct employee recruitment, placement, and retention activities.
  • Administer benefits and conduct health and safety assessments.
  • Provide employee counseling and manage employee recognition programs.
  • Handle labor relations and payroll transactions.
  • Support State Active Duty (SAD) military missions, including payroll and Line of Duty investigations.
  • Prepare personnel transactions in accordance with applicable rules and regulations.
  • Advise program managers and employees on laws and directives affecting employment.
  • Prepare various personnel reports and correspondence.
  • Supervise subordinate staff engaged in HR responsibilities.

Requirements

  • Bachelor's degree in Business Administration, Public Administration, Human Resources Management, Political Science, or related field plus two years of relevant experience; or an Associate's degree plus four years of relevant experience; or six years of relevant experience with some supervisory experience.
  • Must obtain and maintain a favorable background investigation and appropriate clearance.
  • Valid driver's license to operate a motor vehicle in New York State.
  • Proficiency in Microsoft Office, particularly Word and Excel.

Nice-to-haves

  • Experience working with labor unions and collective bargaining agreements.
  • Ability to use PowerPoint and Access software.
  • Strong organizational and communication skills.
