About the position

The Human Resources Specialist 2 (Labor Relations) position at the Office for People With Developmental Disabilities (OPWDD) involves supervising labor relations operations and ensuring the effective administration of employee and labor relations programs. The role requires providing guidance to program managers and supervisors, overseeing grievance processes, and conducting investigations related to employee misconduct. The specialist will also engage in various labor management meetings and maintain positive relationships with union partners while exemplifying the values of OPWDD.

Responsibilities

  • Supervise the Employee and Labor Relations (ELR) team at Sunmount DDSO, ensuring competency development and workload management.
  • Provide advice and consultation to program managers and supervisors on contract provisions and labor relations matters.
  • Monitor the timely processing of Step 1 grievances and prepare written grievance decisions.
  • Participate in agency-level labor management meetings and serve as the Health & Safety Committee chairperson.
  • Conduct employee misconduct investigations and review investigative summaries prepared by subordinate staff.
  • Act as a liaison with the Justice Center and other investigators, ensuring timely responses to requests.
  • Assist in the preparation of Article 33 Arbitrations and implement arbitration decisions.
  • Administer Employee Relations processes as assigned, including Reasonable Suspicion referrals.
  • Assume roles such as Workplace Violence Coordinator and Domestic Violence Agency Liaison after training completion.
  • Provide exceptional customer service and maintain positive relationships with union partners.

Requirements

  • Must have passed a Civil Service examination for this position.
  • Must be a qualified employee of New York State with 12 months of permanent competitive or 55-b/55-c service in relevant roles.
