About the position

The Human Resources Specialist 2 (Labor Relations) position at the Office for People With Developmental Disabilities involves supervising labor relations operations and managing a competent workforce. The role includes providing guidance on labor relations, overseeing grievance processes, and ensuring compliance with applicable laws and policies. The specialist will also engage in employee misconduct investigations and liaise with various stakeholders to maintain effective labor relations within the organization.

Responsibilities

  • Supervise the Employee and Labor Relations (ELR) team at Sunmount DDSO, ensuring competency development and workload management.
  • Provide advice and consultation to program managers and supervisors on contract provisions and labor relations matters.
  • Monitor the processing of Step 1 grievances, including evidence gathering and scheduling hearings.
  • Participate in agency-level labor management meetings and serve as chairperson for the Health & Safety Committee.
  • Conduct employee misconduct investigations and prepare investigative summaries.
  • Act as a liaison with the Justice Center and other investigative bodies, ensuring timely responses to requests.
  • Assist in the preparation of Article 33 Arbitrations and implement arbitration decisions.
  • Administer Employee Relations processes as assigned, including referrals to Employee Health Services.
  • Assume roles of Workplace Violence Coordinator and Domestic Violence Agency Liaison after training.
  • Utilize various software tools for documentation and communication, including Microsoft Office and NYSTEP.

Requirements

  • Permanent Human Resources Specialist 2 or eligibility for 70.1 transfer.
  • Must pass a Civil Service examination for consideration.
  • 12 months of permanent competitive or 55-b/55-c service in relevant HR roles.
