About the position

The Human Resources Specialist 2 or 1 position at the Minnesota Department of Corrections in St. Cloud involves assisting the Regional Human Resource Director in managing HR responsibilities for the Minnesota Correctional Facility. The role encompasses advising on labor relations, staffing, performance management, and compliance with HR policies and laws, while also representing the HR Director in their absence.

Responsibilities

  • Consult with facility managers and supervisors on collective bargaining agreements and labor relations.
  • Advise on procedures for investigations of employment misconduct.
  • Provide guidance on staffing, performance management, compensation, and leave programs.
  • Ensure compliance with state and federal HR laws and practices.
  • Represent the Regional HR Director in their absence and manage day-to-day HR operations.
  • Complete special assignments and perform other duties as needed.

Requirements

  • For HR Specialist 1: One year of HR experience with collective bargaining agreements and HR procedures.
  • For HR Specialist 2: Two years of HR experience in an HR Generalist role, or a Bachelor's degree in a related field may substitute for one year of experience.
  • Experience in labor relations, grievance administration, and performance management.
  • Knowledge of FMLA and other leave administration.
  • Ability to interpret collective bargaining agreements and handle grievances.
  • Knowledge of workers' compensation law and related administration.
  • Familiarity with federal and Minnesota HR statutes and regulations.
  • Skills in using HR information systems, preferably PeopleSoft.
  • Proficiency in word processing and spreadsheet software, preferably Microsoft Word and Excel.
  • Strong verbal and written communication skills.
  • Organizational skills and attention to detail.
  • Ability to handle sensitive information with confidentiality.

Nice-to-haves

  • Bachelor's or advanced degree in Human Resources or related field.
  • Experience in a continuous operations organization.
  • Knowledge of the Public Employment Labor Relations Act.
  • Experience with unemployment insurance claims.
  • Familiarity with Minnesota Department of Corrections' policies and practices.
