About the position

Barstow Community College is seeking a Human Resources Specialist for classified employees to join our team. This position is crucial in administering personnel functions and services for classified employees under the direction of the Vice President of Human Resources. The successful candidate will provide advanced support in a dynamic office environment, ensuring that HR-related transactions are handled with expertise, customer satisfaction, and timely resolution. The role involves resolving complex work-related problems and collaborating with various stakeholders, including administrators, directors, managers, and supervisors, to apply HR-related policies and guidelines effectively. The Human Resources Specialist will interact with Payroll, external vendors, faculty, and staff to facilitate the exchange of information and assist in resolving employment matters. This position also requires preparing mandated operational reports, including Board Agenda items for personnel actions. The successful candidate will be equity-minded and committed to collaborating with faculty, classified staff, administration, students, and community partners to close equity gaps and support the academic success of all students, particularly those from diverse backgrounds. In addition to the administrative duties, the Human Resources Specialist will assist with recruitment, selection, and employment programs for classified personnel, ensuring compliance with legislation. The role includes evaluating transcripts for qualifications, preparing initial placements for new and promoted classified employees, and communicating with the County Superintendent of Schools regarding employment issues. The specialist will also conduct investigations related to discrimination and harassment, develop recommendations for resolution, and maintain confidential case files. This position is essential in promoting compliance with the District's Staff EEO diversity plan and encouraging cultural and ethnic diversity in staffing and programs.

Responsibilities

  • Provide assistance and counseling to classified managers and employees on sensitive matters related to District policies, procedures, and applicable laws.
  • Assist the Vice President of Human Resources with employer-employee relations and contract management; serve on the district's negotiating teams.
  • Administer the recruitment, selection, and employment program for classified personnel, ensuring compliance with legislation.
  • Evaluate transcripts for qualification compliance and prepare initial placement of new and promoted classified employees on the salary scale.
  • Assist with the administration of classified personnel programs in accordance with applicable laws and sound personnel management practices.
  • Participate in the creation and facilitation of new employee orientation, providing information on the District's benefits package options.
  • Serve as administrator for E-benefits and participate in insurance committee meetings regarding employee benefits.
  • Create and maintain personnel databases for in-house and distribution uses.
  • Ensure compliance with personnel records retention requirements and develop necessary reports for classified employees.
  • Collaborate with Academic Affairs to administer the District's performance evaluation programs and track permanency status progress for classified employees.
  • Conduct discrimination and harassment investigations, develop recommendations for resolution, and maintain confidential case files.
  • Assist with personnel functions such as employee leave programs and workers' compensation claims.
  • Provide counseling to employees concerning personnel matters and assist with compensation and salary placement issues.
  • Assist the Vice President of Human Resources in special projects and research endeavors.
  • File staff membership documents with appropriate retirement agencies for PERS and STRS enrollments.
  • Perform confidential secretarial and clerical work in support of District human resources functions.
  • Prepare agendas and take minutes of collective bargaining negotiations and meet and confer sessions.
  • Prepare materials for labor relations, grievances, affirmative action, Title IX, and gender equity matters.
  • Issue annual contracts for classified employees and part-time faculty contracts each semester.
  • Serve as the District contact for Live Scan Fingerprinting Services and process electronic fingerprinting.
  • Assist with the administration of the District's Professional Development plan and other HR initiatives.
  • Support and promote compliance with the District's Staff EEO diversity Plan in various aspects of employment and education.
  • Participate in governance through service on planning and/or operations committees and task forces.
  • Provide input in the hiring and evaluation of human resources office staff and assist in the overall operation of the Office.
  • Review, monitor, and assure accuracy and timeliness of Board agenda items required to authorize personnel actions.
  • Assist with the development and implementation of new or revised procedures, forms, and systems.
  • Perform a variety of clerical duties including typing and processing memos, letters, and general correspondence.
  • Operate a variety of standard office equipment including a personal computer and applicable software.
  • Perform secondary Department receptionist duties for inquiries regarding employment opportunities and benefits.

Requirements

  • Bachelor's degree in human resources, personnel management, public administration, or a related field from an accredited college/university; and two years of related professional experience OR an Associate's degree in a related field and four years of related professional experience.
  • Demonstrated sensitivity to and understanding of the diverse academic, socio-economic, cultural, disability, and ethnic backgrounds of community college students and staff.
