About the position

The Human Resources Specialist position is located in the Office of Human Resources at the Court Services and Offender Supervision Agency for DC. This role involves providing comprehensive HR management advisory services and program support across various HR functions, including classification, position management, pay administration, recruitment, and placement services. The specialist will guide managers on HR issues, counsel employees, and ensure compliance with diversity and equal opportunity goals.

Responsibilities

  • Provide operational Human Resources management advisory services across multiple HR functions.
  • Guide and direct managers on Human Resources issues.
  • Counsel employees regarding Human Resources programs.
  • Prepare Delegated Examining and Merit Promotion vacancy announcements and crediting plans.
  • Conduct job analyses and work with management on outreach strategies for diversity and equal opportunity.
  • Administer rating and ranking panels to ensure fairness and objectivity.
  • Evaluate and classify a variety of positions for title, series, pay plan, and grade.
  • Conduct desk audits and prepare written evaluation statements.
  • Resolve issues with management officials independently.
  • Collaborate with managers to determine recruitment needs and develop effective recruitment strategies.
  • Perform program analyses and develop recruitment and placement policies.

Requirements

  • Must be a U.S. Citizen or National.
  • Males born after 12-31-59 must be registered for Selective Service, if applicable.
  • Background security investigation and drug test required.
  • Must successfully complete a one-year probationary period, if applicable.
  • Time-in-grade requirements must be met within 30 calendar days of the closing date of this announcement.
