About the position

The Human Resources Specialist (Employee Relations/Labor Relations) position serves as the senior labor relations specialist at an Air Force installation. The primary responsibility of this role is to establish and maintain effective relationships with labor organizations that represent federal employees. This includes utilizing non-traditional collaborative approaches to negotiate and administer labor agreements, as well as providing guidance and consultation to management on various labor relations matters. The specialist will oversee the local labor relations program, ensuring compliance with federal regulations and policies while addressing employee relations issues effectively. In this role, the specialist will negotiate labor agreements between management and labor organizations, acting as a technical advisor and management representative in third-party proceedings. The position requires a comprehensive understanding of human resources management concepts, laws, policies, and practices, as well as the ability to analyze complex legal issues and recommend appropriate interventions. The specialist will also be responsible for conducting systemic studies to develop management interests and respond to union interests at the bargaining table, particularly when issues significantly impact the mission and involve large numbers of employees. The position is permanent and full-time, with occasional travel required. The salary range for this position is between $96,148 and $124,988 per year, and it falls under the GS-12 pay scale. The role is located at Beale AFB, CA, and while it is not a remote job, telework may be available as determined by agency policy. The successful candidate will be expected to maintain a Secret Clearance and may be subject to provisions of the DoD Priority Placement Program.

Responsibilities

Requirements

  • At least one year of specialized experience at the GS-11 level or equivalent in other pay systems.
  • Knowledge of a wide range of Human Resources Management concepts, laws, policies, and practices.
  • Ability to analyze complex legal issues and recommend appropriate interventions.
  • Knowledge of labor relations theories, principles, methods, and techniques.

Nice-to-haves

  • Experience in negotiation, mediation, and alternative dispute resolution (ADR).
  • Strong oral and written communication skills.
