About the position

The Human Resources Specialist in Employee and Labor Relations at the National Gallery of Art serves as a technical resource for employee relations (ER) and labor relations (LR). This role involves providing expert advice to managers and supervisors on complex employee relations matters, assisting with disciplinary actions, and conducting investigations into employee concerns. The incumbent will collaborate with various stakeholders to develop integrated solutions to personnel issues that significantly impact the organization.

Responsibilities

  • Provide expert staff advice to managers and supervisors on complex employee relations matters.
  • Serve as a technical advisor to National Gallery Representatives and the General Counsel's office on administrative and legal processes.
  • Assist management in developing proposal and decision correspondence related to employee relations.
  • Advise employees on their rights and procedural requirements for grievances and appeals.
  • Draft and process medical letters, adverse actions, and management responses to grievances.
  • Conduct investigations of employee concerns and allegations of misconduct, developing investigation plans and drafting findings.
  • Process negotiated grievances and unfair labor practice complaints in accordance with collective bargaining agreements.
  • Participate in developing and conducting training on employee and labor relations policies and procedures.

Requirements

  • Must be a United States Citizen.
  • At least one year of specialized experience equivalent to GS-11 in the Federal service or private sector, including guidance on work-related problems and labor relations functions.
  • Expert knowledge of human resources principles and practices related to employee relations and labor management relations.
  • Strong oral communication and negotiation skills for representing the National Gallery in various settings.
  • Analytical skills to investigate issues and develop recommendations.

Nice-to-haves

  • Experience in conducting management investigations or fact findings based on allegations of misconduct.
  • Knowledge of collective bargaining agreements and statutory requirements.
