About the position

As a Human Resources Specialist (Employee Benefits) in the Workers' Compensation Department of Fleet HRO Norfolk, you will play a crucial role in providing comprehensive Workers' Compensation services to various commands serviced by the Fleet HRO Norfolk. Your primary responsibility will be to administer all aspects of the Federal Employee Compensation Act (FECA) program, ensuring compliance with established standards and regulations. This includes reviewing, analyzing, and interpreting injury compensation standards set forth by Congress and the Department of Labor (DOL). You will be tasked with preparing briefings and publicity materials to keep supervisors and employees informed about the FECA program, ensuring they understand their rights and responsibilities under the law. In addition to administrative duties, you will provide expert advice to activity commanders, directors, safety managers, and financial managers regarding FECA claims, associated costs, and trends. Your role will also involve offering technical guidance and counseling to supervisors and employees on the procedures for reporting job-related injuries and illnesses, as well as the processing of compensation claims. This position requires a proactive approach to training, as you will be responsible for developing and conducting supervisory training sessions and creating local procedures to implement new policies effectively. Your expertise will be essential in determining and evaluating qualifications to refer individuals on compensation to appropriate positions, ensuring that all processes are handled with the utmost professionalism and adherence to regulations.

Responsibilities

  • Provide Workers' Compensation services to Commands serviced by Fleet HRO Norfolk.
  • Administer all aspects of the Federal Employee Compensation Act (FECA) program.
  • Review, analyze, and interpret injury compensation standards established by Congress and the Department of Labor (DOL).
  • Prepare briefings and publicity materials to inform supervisors and employees about the FECA program.
  • Advise activity commanders, directors, safety managers, and financial managers on FECA claims, costs, and trends.
  • Provide technical guidance and counseling to supervisors and employees regarding reporting job-related injuries and illnesses and processing compensation claims.

Requirements

  • At least one year of specialized experience at or equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private or public sector.
  • Experience providing management advisory services to customers and resolving issues/problems requiring interaction with other HR functional areas.
  • Experience coordinating with the Department of Labor (DOL) OWCP on requests for additional information and continuation of long-term disabilities.
  • Experience providing technical guidance and counseling to supervisors and employees regarding reporting job-related injuries/illnesses and processing compensation claims.
  • Experience developing and/or conducting supervisory training and developing local procedures to implement new policies.
  • Experience determining and evaluating qualifications to refer individuals on compensation to appropriate positions.

Nice-to-haves

  • Ph.D. or equivalent doctoral degree in a related field.
  • 3 full years of progressively higher-level graduate education leading to such a degree.
  • Master's or equivalent graduate degree in a related field.
  • 2 full years of progressively higher-level graduate education leading to such a degree.
