About the position

The Human Resources Specialist - Employee & Labor Relations (Labor Relations Specialist) position at the Department of Justice is responsible for providing advisory services on labor relations matters, including grievances and unfair labor practices. The role involves analyzing complex situations, developing recommended actions, and participating in negotiations related to labor agreements. The specialist will represent the Bureau of Prisons in various third-party proceedings and ensure compliance with federal labor laws and regulations.

Responsibilities

  • Provide advisory services to Human Resource Managers and Chief Executive Officers on grievances and unfair labor practices.
  • Analyze problem situations and develop recommended courses of action that meet agency needs while ensuring compliance with laws and regulations.
  • Participate in negotiations and administration of the master labor agreement.
  • Assist field facilities in negotiating local agreements.
  • Represent the Bureau of Prisons as an advocate before labor arbitrators and administrative judges.

Requirements

  • U.S. Citizenship is required.
  • At least one year of specialized experience equivalent to the GS-11 level in the normal line of progression for the occupation.
  • Experience providing advisory services on employee discipline, grievances, and labor contract provisions.
  • Knowledge of federal labor statutes, regulations, and practices.

Nice-to-haves

  • Experience in negotiating labor agreements.
  • Ability to effectively communicate in writing and orally.
  • Experience in third-party arbitration hearings.
