About the position

The Human Resources Specialist (Employee & Labor Relations) position at the Department of the Treasury is primarily focused on providing expert services and operational handling of complex Employee Relations (ER) and Labor Relations (LR) issues. The role involves advising management and staff on difficult ER/LR problems, analyzing and interpreting legislative and policy changes, and recommending improvements to existing programs. This position is critical in ensuring compliance with agency policies and federal regulations while supporting the workforce relations branch.

Responsibilities

  • Serve as a technical expert and consultant to management, staff, and customers on controversial and difficult employee and labor relations problems.
  • Provide advice and assistance in situations requiring extensive analysis of complex issues, seeking innovative solutions.
  • Review established programs, evaluate their effectiveness, and recommend improvements to meet changing objectives.
  • Interpret, analyze, and prepare responses to new or proposed changes to complex legislative, regulatory, and policy guidance affecting workforce relations.
  • Advise managers and directors on findings and recommendations, and brief staff on impacts or changes to programs, processes, or systems.
  • Handle routine employee and labor relations casework as needed.

Requirements

  • One year of specialized experience at the GS-12 level in the Federal service, including interpreting and applying Title 5 regulations and agency policies related to Employee Relations and Labor Relations.
  • Experience leading or directing studies or projects affecting agency Employee Relations and Labor Relations programs or policies.

Nice-to-haves

  • Experience providing advice and guidance on human resources issues related to performance or disciplinary action.
  • Experience coordinating and processing cases involving investigations, removals, or other adverse actions.
