About the position

As a Human Resources Specialist focusing on Employee and Labor Relations within the Department of Defense, you will play a critical role in ensuring compliance with legal and regulatory guidance while fostering a positive work environment. Your responsibilities will include researching and interpreting various legal frameworks, including case law, the United States Code, and directives from the Office of Personnel Management, Department of Defense, and Department of Navy. You will be tasked with explaining rules and procedures to both employees and management, helping them understand their rights and obligations, especially in emotionally charged situations. In this position, you will advise management officials at all levels, including senior leaders, on appropriate disciplinary actions and corrective techniques in response to conduct and performance issues. You will conduct thorough analyses to uncover the underlying causes of misconduct or poor performance, identifying aggravating and mitigating factors relevant to each case. Your expertise will guide managers and supervisors in performance management processes, including planning, monitoring, developing, rating, and rewarding employee performance. You will also be responsible for advising management on strategies to address Labor Relations issues, preparing agency responses to labor-related matters while ensuring compliance with all contractual and regulatory timeframes. Your role will involve providing technical guidance on sensitive and controversial Labor Relations issues across various occupations, interpreting policies, procedures, and collective bargaining agreements, and advising on employee relations matters, including proposed adverse actions and grievances. This position requires a strong understanding of HR management principles and the ability to navigate complex regulatory environments effectively.

Responsibilities

  • Research and interpret legal and regulatory program guidance, including case law and federal regulations.
  • Explain rules and procedures to employees and management to clarify rights and obligations.
  • Advise management officials on appropriate disciplinary or corrective techniques for conduct and performance concerns.
  • Conduct analysis to identify causes of misconduct or poor performance and relevant factors.
  • Assist managers in performance management processes, including planning and monitoring.
  • Advise on strategies to respond to Labor Relations issues and prepare agency responses.
  • Provide technical guidance on sensitive Labor Relations issues across various occupations.
  • Interpret policies, procedures, and collective bargaining agreements for management.
  • Conduct and advise on employee relations matters, including grievances and proposed adverse actions.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Must obtain and maintain an interim and/or final security clearance.
  • Experience in HR management knowledge, concepts, and principles in one or more HR specialty areas.
  • Ability to interpret regulations and apply new methods to resolve complex issues.
  • Experience managing competing priorities and heavy caseloads.

Nice-to-haves

  • Ph.D. or equivalent doctoral degree in Human Resources or Business Administration.
  • Experience in federal or private sector labor management agreements and negotiations.
