About the position

The Human Resources Specialist (Employee Relations and Benefits) at the Department of Defense's Defense Counterintelligence and Security Agency (DCSA) is responsible for overseeing employee relations issues, including performance and conduct concerns, complaints, and grievances. This role involves providing technical advice and guidance, preparing documentation related to employee relations, and working on cases that may be presented before third parties such as the Merit Systems Protection Board or the Equal Employment Opportunity Commission. The position requires effective communication and the ability to handle sensitive information professionally.

Responsibilities

  • Provide advice and guidance on employee relations issues including misconduct, disciplinary actions, and grievances.
  • Prepare proposals and decisions on disciplinary actions and grievances.
  • Assist supervisors in preparing opportunity to improve plans for employees with performance issues.
  • Communicate and store sensitive information effectively and professionally.

Requirements

  • Specialized experience in federal service, military service, or private sector related to employee relations and benefits.
  • For GG-07: One year of specialized experience or a bachelor's degree.
  • For GG-09: One year of specialized experience or a master's degree or two years of progressively higher-level graduate education.

Nice-to-haves

  • Knowledge of employee relations rules and procedures.
  • Experience in providing counsel and advice to leadership.
  • Strong problem-solving skills.
