About the position

This position serves as a senior labor relations specialist at an Air Force installation, focusing on establishing and maintaining effective relationships with labor organizations representing federal employees. The role involves negotiating and administering labor agreements, providing guidance and consultation to management on labor relations matters, and overseeing the local labor relations program. It is a developmental position with promotion potential to HR Specialist (Employee & Labor Relations) at the GS-12 level.

Responsibilities

• Oversee and advise management on the local labor relations program.
• Negotiate labor agreements between management and labor organizations.
• Serve as a technical advisor and management representative in third-party proceedings.
• Perform employee relations management duties for the Air Force installation.
• Provide advice and assistance to employees and managers on labor relations matters.

Requirements

• At least one year of specialized experience at the GS-09 level or equivalent, including providing advice and assistance to employees and managers, program administration, and case management in conduct and performance matters.
• Knowledge of labor and employee relations concepts, principles, and regulations sufficient to resolve HR systems issues.
• Ability to communicate effectively and establish relationships with personnel at all levels.

Nice-to-haves

• Experience in negotiation, mediation, and conflict resolution techniques.
• Knowledge of federal HR management functions and legal requirements.
