About the position

The primary purpose of this position is to serve as a Human Resources (HR) Specialist (Employee Relations) in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques. The position is available at the GS-7/9/11 levels, with responsibilities increasing at each grade level. At GS-7, the role involves providing limited consultation and assistance on basic employee relations subjects. At GS-9, the specialist provides more comprehensive guidance and assistance. At GS-11, the specialist is responsible for planning and executing a full range of employee relations advisory services for assigned organizations.

Responsibilities

  • In a training capacity, provides limited consultation, guidance, and assistance to management and employees on basic and routine employee relations subjects.
  • Provides consultation and assistance on conduct-related issues having clearly established procedures.
  • Participates in special assignments and projects.
  • Prepares written correspondence and other documentation.
  • Provides consultation, guidance, and assistance to management and employees on employee relations subjects.
  • Manages assignments and/or projects.
  • Provides Employee Relations assistance to managers for assigned organizations characterized by a wide range of occupations.

Requirements

  • Must complete initial online questionnaire and additional assessment(s).
  • U.S. Citizenship is required.
  • Males must be registered for Selective Service.
  • The work requires the incumbent to obtain and maintain a SECRET security clearance.
  • Specialized experience or education is required for each grade level.

Nice-to-haves

  • Experience in human resources advisory services in employee relations, performance management, recruitment/staffing.
  • Knowledge of employee relations concepts, case law, principles, practices, and legal and regulatory requirements.
