About the position

The Human Resources Specialist (Employee Relations) at the Department of Veterans Affairs provides expert guidance on complex advisory services related to employee relations, work-life, and performance management within the Veterans Health Administration (VHA). This role supports leadership, managers, and HR specialists in effectively managing employee relations and performance issues across various VHA facilities.

Responsibilities

  • Plan, develop, publish, and implement policy/guidance concerning employee relations, performance management, and work-life issues.
  • Serve as a subject matter expert (SME) for special assignments related to employee relations and performance management.
  • Provide complex advisory services to VHA leadership on Title 5, Title 38, and Hybrid Title 38 employee relations and performance management topics.
  • Guide senior leadership and HR specialists in managing employee relations, disciplinary actions, awards, and performance management.
  • Prepare a variety of written documents including letters, memoranda, reports, and proposed policies.

Requirements

  • Graduate degree and three years of specialized experience equivalent to at least the GS-12 grade level, or one year of specialized experience equivalent to the GS-13 grade level in federal service.
  • Experience in applying employee relations principles, practices, laws, and regulations.
  • Skill in interpreting laws and providing advice on employee relations issues.

Nice-to-haves

  • Experience in evaluating and establishing operating procedures for employee relations programs.
  • Knowledge of federal laws and executive orders related to employee relations.
