The Human Resources Specialist (Employee Relations) position at the Department of Defense involves serving as a Drug Testing Administrator and providing employee relations advisory services. The role includes monitoring drug testing processes, advising on personnel policies, and assisting employees and managers in applying these policies effectively. This position is critical in ensuring compliance with drug testing protocols and enhancing employee relations within the organization.

Responsibilities

  • Serve as the Drug Testing Administrator for DoD customers, monitoring the worldwide testing process.
  • Advise on drug testing procedures, chain of custody procedures, and ramifications of positive test results.
  • Recommend changes to drug testing policies and procedures, focusing on administrative aspects of the program.
  • Act as the primary point of contact for contractors and officials involved in the collection and testing process.
  • Provide employee relations advisory services to assigned organizations, assisting employees and managers in developing and applying personnel policies.

Requirements

  • One year of specialized experience related to the position, typically in human resources or employee relations.
  • For GS-12 level: Experience managing large scale projects, providing qualitative and quantitative analysis, and ensuring compliance with drug testing policies.
  • For GS-11 level: Experience tracking drug testing progress and providing guidance on agency drug testing policy.
  • For GS-09 level: Experience monitoring timeliness of drug testing results and assisting with audits.
  • For GS-07 level: Experience assisting in tracking drug testing progress and monitoring results.

Nice-to-haves

  • Ph.D. or equivalent doctoral degree for GS-11 level qualification.
  • Master's or equivalent graduate degree for GS-09 level qualification.
  • Graduate level education or superior academic achievement for GS-07 level qualification.
