About the position

The Human Resources Specialist (Executive Resources) position at the Federal Trade Commission (FTC) is a full-time role that provides staffing and recruitment support for the agency's executive resources programs, which include Senior Executive Service (SES) and political appointee actions. This role is currently remote but will transition to a hybrid work model. The specialist will be responsible for developing and posting job opportunity announcements through the USA Staffing automated recruitment system, in consultation with managers. Additionally, the position involves creating position descriptions for executive-level roles and drafting executive core qualifications narratives. The specialist will also recommend responses to queries regarding executive core competencies and qualifications, ensuring that the recruitment process aligns with the FTC's standards and requirements. In this role, the specialist will provide a wide range of administrative and technical support to the FTC's Performance Review Board. This includes developing audits, reporting, and fulfilling Executive Review Board (ERB) requirements. The position requires specialized experience in managing or administering programs related to senior executives, including Career and Non-career SES, Schedule C political appointees, and Chief Executive Officers (CEOs). The specialist will be involved in various aspects of recruitment, staffing, qualifications, employment, appointments, performance management, and executive development, making it a critical role within the agency's human resources framework.

Responsibilities

  • Provide staffing and recruitment support for FTC's executive resources programs, including SES and political appointee actions.
  • Develop and post job opportunity announcements via the USA Staffing automated recruitment system in consultation with managers.
  • Create position descriptions for executive-level positions.
  • Draft executive core qualifications narratives and recommend responses to queries regarding executive core competencies and qualifications.
  • Provide administrative and technical support to FTC's Performance Review Board.
  • Develop audits, reporting, and fulfill Executive Review Board (ERB) requirements.
  • Maintain the Executive and Schedule C System (ESCS) database.

Requirements

  • A Bachelor's degree and a minimum of ten (10) years of progressively responsible experience in human resources functions related to senior executives.
  • Specialized experience in managing or administering programs related to SES, Schedule C political appointees, and/or CEOs, including recruitment, staffing, qualifications, employment, appointments, performance management, and executive development.
  • An additional four years of directly related experience may substitute for the Bachelor's degree.
  • Ability to communicate information and ideas clearly and effectively.

Nice-to-haves

  • Experience in federal human resources practices and regulations.
