About the position

This HR Specialist position is located in the Office of Information and Resource Management (OIRM), Division of Human Resource Management (HRM), Executive Services Branch (ESB). The primary purpose of the position is to coordinate executive recruitment processes and advise and work with Career SES selectees on writing and preparing Executive Core Qualifications (ECQ) packages for submission to the Office of Personnel Management.

Responsibilities

  • Manage and oversee the senior executive services (SES) recruitment process, including identifying issues, preparing options, and recommending courses of action.
  • Advise organizations regarding recruitment and advertising resources and options.
  • Participate in organization-wide recruitment efforts to establish and implement plans to increase diverse representation in executive positions.
  • Develop marketing strategies and materials in conjunction with management officials to effectively represent NSF as an employer of choice.
  • Perform a variety of special projects and compile various reports that have a high degree of complexity.
  • Develop correspondence for management staff regarding executive level applicant's appointment options and executive staffing options.
  • Prepare fact sheets, applicant materials, web page materials, and internal guidance for Division activities.
  • Provide position management and resource management advice to executives and HRM staff on SES and other executive positions.
  • Analyze requests for actions and reorganizations, identify and advise on problem areas, and suggest methods to accomplish objectives.
  • Determine SES position titling and classification.
  • Develop, update, and implement executive personnel policies and procedures for Presidential appointees and SES positions.
  • Review performance plans and appraisals for conformance with laws, regulations, and agency policies.
  • Support and oversee selectees with writing and preparing Executive Core Qualifications packages for submission.
  • Perform other duties as assigned.

Requirements

  • Must be a US citizen.
  • Selectee will be required to have a background investigation prior to onboarding.
  • Selectee may be required to serve a 1-year probationary period.
  • Time in Grade Requirement: Applicants must have 52 weeks of Federal service at the next lower grade/equivalent.

  • Experience in compensation and pay consultation and analysis for executives.
  • Experience in SES performance management.
  • Experience providing advice on organizational structures to meet management needs.
