About the position

The San Diego Unified School District is accepting applications for the position of Human Resource Specialist for Hourly Substitute Assignments. This role involves independently performing specialized and technical duties in the administration and control of a major segment or function of the Human Resources Department. The Human Resource Specialist will communicate effectively with the public, prospective employees, district administrators, and other employees on a variety of sensitive issues. It is important to note that these assignments are on-call, as needed, and are paid hourly, which means they do not qualify for regular salaried positions with the district. Current salary employees are not eligible to apply for this position, as it is intended for eligible external candidates or current substitutes who meet the requirements. Substitute hourly assignments are not eligible for benefits. The Human Resource Specialist will assist in the administration of various human resources functions according to district policy and procedures, State and Federal rules and regulations, and collective bargaining agreements. Responsibilities include identifying, researching, and coordinating the resolution of issues and concerns related to human resources operations, policies, and procedures. The specialist will also coordinate, monitor, and document employment processes while ensuring compliance with all relevant regulations and agreements. Additionally, the role requires providing technical expertise and support to district administrators and other employees regarding the interpretation of human resources policies and procedures. The position requires the ability to respond to written and verbal inquiries from various internal and external sources to resolve problems, provide information, and identify relevant issues. The specialist will operate a computer and business-related software applications, including word processing, spreadsheets, and database management, to input, edit, review, verify, and extract data from human resources systems/databases. Maintaining a wide variety of complex personnel-related records, preparing reports, coordinating meetings and interviews, and training others as assigned are also key responsibilities of this role.

Responsibilities

  • Provide technical expertise and support to district administrators and other employees on the interpretation of district human resources policy and procedures, State and Federal rules and regulations, and collective bargaining agreements.
  • Respond to written and verbal inquiries from a variety of internal and external sources to resolve problems, provide information, identify relevant issues, and/or refer to appropriate staff.
  • Operate a computer and business-related software applications, including word processing, spreadsheets, and database management; input, edit, review, verify, and extract data from human resources systems/databases.
  • Develop and maintain a wide variety of complex personnel-related records.
  • Maintain manual and electronic documents, files, and records.
  • Prepare a variety of reports and related documents.
  • Coordinate and schedule meetings and interviews; provide orientations and workshops.
  • Train and direct the work of others as assigned; ensure efficient and accurate completion of assigned tasks.

Requirements

  • A combination of training, experience, and/or education equivalent to four years of recent, full-time equivalent, increasingly responsible personnel-clerical experience, including public contact and the implementation of human resources rules and regulations in a public or large private organization.
  • Experience with administering Federal and State leaves of absence preferred.
  • Possession of a valid California driver's license and availability of private transportation.
