About the position

The Human Resources Specialist (HR Generalist) position at the Department of the Treasury serves as a strategic business partner to support leadership in all human resource-related issues. The role involves implementing and interpreting HR policies and procedures, driving continuous improvement in organizational effectiveness, staffing, employee relations, training and development, benefits, and compliance. The incumbent provides authoritative advice on legal and regulatory requirements related to various HR functions and collaborates with the IRS Human Capital Office on complex issues.

Responsibilities

  • Serve as a strategic business partner to support BOD leadership in HR-related issues.
  • Implement and interpret HR policies and procedures.
  • Drive continuous improvement in organizational effectiveness, staffing, employee relations, training and development, benefits, and compliance.
  • Provide authoritative information and advice to HR support staff, program managers, and applicants on legal or regulatory requirements.
  • Work directly with the IRS Human Capital Office on complex HR issues.
  • Establish and maintain cooperative working relationships with managers to discuss HR strategies.
  • Provide strategic consultative advisory services on HR initiatives and issues.

Requirements

  • Must be a U.S. Citizen or National and provide proof of U.S. Citizenship.
  • 1 year of specialized experience equivalent to the GS-12 grade level in the Federal service, including experience in HR principles, practices, and advisory services.
  • Experience conducting research and fact-finding for recruitment and staffing analytical studies.
  • Experience serving as a program/project leader providing advice on personnel management issues.
  • Demonstrated communication techniques to resolve controversial and sensitive issues.
  • Experience implementing recommended changes and evaluating results.
  • Experience developing and presenting technical information and training on Recruitment and Placement topics.
  • Utilization of HR information systems to resolve errors and verify data.
