About the position

The Human Resources Specialist position is located within the Human Resources Office of a Bureau of Prisons (BOP) federal correctional facility in Gregg Township, PA. This role is pivotal in assisting with the administration and implementation of various human resource programs at the facility. The incumbent will contribute significantly to staffing functions by developing recruitment sources and methods, participating in recruitment activities, advising prospective applicants, scheduling and conducting interviews, and preparing requests for security clearances. In addition to recruitment, the specialist will provide assistance in managing employee relations matters, which includes administering the incentive awards program, performance evaluation program, and leave administration program. The role also involves administering the employee-management relations program to ensure stable and cooperative relations between management and line staff. The specialist will provide advisory services to a wide range of employees, offering guidance on leave regulations and other HR-related inquiries. It is essential for the incumbent to maintain the security of the institution, as this responsibility is paramount and takes precedence over all other duties. The position requires a commitment to fostering a humane and secure environment, ensuring public safety, and preparing individuals for successful reentry into the community. The work environment is dynamic and requires a high level of professionalism and adherence to federal regulations and policies.

Responsibilities

  • Assist in administering and implementing human resource programs at the facility.
  • Develop recruitment sources and methods for staffing functions.
  • Participate in recruitment activities and advise prospective applicants.
  • Schedule and conduct interviews for potential candidates.
  • Request certificates of eligible candidates and prepare requests for security clearances.
  • Administer employee relations matters, including the incentive awards program and performance evaluation program.
  • Assist in the administration of the leave administration program.
  • Provide advisory services to employees regarding HR policies and procedures.
  • Advise timekeepers, employees, managers, and supervisors on leave regulations.
  • Maintain security of the institution as a primary responsibility.

Requirements

  • U.S. Citizenship is required.
  • Successful completion of a 4-year course of study leading to a bachelor's degree for GL-05 level.
  • One full year of graduate level education or superior academic achievement for GL-07 level.
  • Three years of general experience, one year of which was equivalent to at least the next lower grade level for GL-05 level.
  • One year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service for GL-07 level.
  • Ability to research, interpret, and apply personnel policies and procedures.
  • Skills in planning and organizing work to effectively track assignments.
  • Experience in providing clear and concise communications in writing and/or orally.
  • Knowledge of federal personnel principles, policies, and procedures.

Nice-to-haves

  • Experience with responding to formal and informal Human Resource related inquiries.
  • Proficient with maintaining logs, reports, and tracking systems to support office workflow.
