About the position

The Human Resources Specialist position is located in the Human Resources Office of a Bureau of Prisons (BOP) federal correctional facility. The incumbent will play a crucial role in assisting with the administration and implementation of various human resource programs within the facility. This position is essential for contributing to staffing functions, which includes developing recruitment sources and methods, participating in recruitment activities, advising prospective applicants, scheduling and conducting interviews, and preparing requests for security clearances. The specialist will also provide assistance in administering employee relations matters, including the incentive awards program, performance evaluation program, and leave administration program. In addition to these responsibilities, the Human Resources Specialist will assist in managing the employee-management relations program to ensure stable and cooperative relations between management and line staff. This role requires providing advisory services to a wide range of employees, including advice to timekeepers, employees, managers, and supervisors on leave regulations. It is important to note that, alongside all other correctional institution employees, the incumbent is charged with the responsibility of maintaining the security of the institution, which is a primary duty that takes precedence over other responsibilities. The position is full-time and offers a salary range of $60,361 to $76,340 per year, with a promotion potential to grade 09. The work schedule is competitive, and the position is permanent. The selected candidate will be required to undergo a drug test and must meet specific conditions of employment, including U.S. citizenship and satisfactory completion of a pre-employment and panel interview, urinalysis, physical, and background investigation.

Responsibilities

  • Assist in administering and implementing human resource programs at the facility.
  • Contribute to staffing functions by developing recruitment sources and methods.

Requirements

  • U.S. Citizenship is required.
  • One full year of graduate level education or superior academic achievement in a relevant field.
  • One year of specialized experience equivalent to the next lower grade level in federal service.
  • Knowledge of federal personnel principles, policies, and procedures.
  • Ability to effectively prioritize tasks and assignments.
  • Experience with responding to formal and informal Human Resource related inquiries.
  • Proficient in maintaining logs, reports, and tracking systems.
