The Human Resources Specialist at Spokane Public Schools plays a crucial role in facilitating the onboarding process for new classified, certificated, and substitute personnel. This position is responsible for processing new hire paperwork, which includes the completion of all legal documents, evaluating transcripts and professional employment experience, and ensuring compliance with bargaining contracts, district policy, and state employment regulations. Additionally, the specialist will provide support to the Chief Human Resources Officer and Human Resources Administrators, ensuring that all processes are executed efficiently and in accordance with established guidelines. The responsibilities of this position include conducting reference checks, making job offers, facilitating the onboarding process, and ensuring that all new hire paperwork is completed accurately. The specialist will also schedule new hire personnel for initial school district orientation and provide initial support related to regulations and school district policy on continuing education. Maintaining accurate records for assigned certificated and classified employees is essential, as is the ability to complete mathematical formulas and utilize HR/Payroll software for various payroll calculations. The specialist will also assist in monitoring and placing substitutes through the substitute system and coordinate coverage when needed at school buildings. Overall, this position is integral to the smooth operation of the Human Resources department and the successful integration of new employees into the Spokane Public Schools system.

Responsibilities

  • Facilitate hiring process by conducting reference checks and making job offers to prospective employees in accordance with laws, policy, and collective bargaining agreements.
  • Provide related training to administrators and supervisors.
  • Facilitate the onboarding process for new classified and certificated employees and substitutes.
  • Ensure completion of all new hire paperwork, security clearance, and legal documents.
  • Schedule new hire personnel for initial school district orientation.
  • Provide initial support for new hires related to regulations and school district policy on continuing education as it applies to the position.
  • Prepare and maintain records for assigned certificated and classified employees, ensuring documentation of employee work history and compliance with bargaining contracts, district policy, and state employment regulations.
  • Maintain accurate spreadsheets and data for assigned work sites and employees.
  • Complete mathematical formulas and utilize HR/Payroll software to create and calculate retroactive pay, escrow pay, extracurricular pay, and supplemental pay.
  • Provide initial support for new hires related to OSPI regulations and school district policy on continuing education as it applies to certificated staff.
  • Determine and adjust seniority, vacation, and step dates for classified new hires.
  • Assure correct salary placement and distribution for all certificated employees.
  • Evaluate transcripts and professional employment experience to determine salary placement.
  • Help monitor and place substitutes through the substitute system and coordinate coverage when needed at school buildings.
  • Prepare records of classified employees for on-line documentation, evaluation of experience, stipend allocation, etc., for accurate payment of wages to classified staff.
  • Provide information, clarification, and solutions to certificated and classified staff and other departments, agencies, and public regarding salary placement, records, supplemental payments, and district personnel policies.
  • Provide records to payroll and technology services within scheduled deadlines.
  • Respond to inquiries about employment histories for classified staff related to such items as wages, stipends, retroactive payments, and refunds, which are verified and supported by documentation in accordance with bargaining contracts, district policy, and state regulations.
  • Provide support to all staff and administrators related to human resources functions and tasks.
  • Assist and cross-train with other employees in the department.
  • Work with others to maintain, utilize, and communicate any issues relative to Human Resources/Payroll software.
  • Maintain and update knowledge and skills required for success in the position by participating in professional development as needed or as assigned.

Requirements

  • High school diploma or equivalent required.
  • Bachelor's degree in Human Resources, Accounting, Business, or closely related field, or equivalent work experience required.
  • Three years of responsible Human Resources or related experience, preferably in a school district or Human Resources environment desired.
  • Payroll/Human Resources systems experience desired.
  • Knowledge of the principles and practices of human resources.
  • Knowledge of and ability to operate personal computers and automated human resource systems including related software applications associated with personnel management.
  • Ability to maintain accurate detailed records, organize data reports, and utilize mail-merge functions.
  • Skill in obtaining, clarifying, and exchanging information; both written and oral.
  • Skill in decision making and problem solving.
  • Skill in providing quality customer service.
  • Demonstrated ability to relate and work positively and effectively with a diverse group of teachers, community, and staff in a confidential manner.
