About the position

This hybrid position is contract contingent, pending contract award in July 2024. The Human Resources Specialist will collaborate closely with other Human Resources professionals and managers to ensure that the compensation and benefits programs are fair, competitive, and compliant with legal requirements. The role involves conducting research, analyzing data, and providing recommendations to ensure that the organization's compensation and benefits programs align with the company's objectives and remain competitive in the market. Key responsibilities include performing a range of compensation duties for the supported organization(s), interpreting regulations, policies, and directives, and using sound judgment to provide accurate pay-setting guidance. The specialist will assist in updating guidance and procedures on various compensation issues, flexibilities, and authorities. They will also assist employees, supervisors, and HR personnel regarding employee grievances related to pay and leave issues and entitlements. Additionally, the Human Resources Specialist will advise management, employees, and union officials (when applicable) on work schedules, hours of work requirements, flexibilities, and authorities, including alternative work schedules. They will provide interpretive guidance on the organization's operating procedures or processes and research employee eligibility requirements on a broad range of benefits, flexibilities, and authorities, offering advice and guidance on enrollments and other requirements. The role also supports higher-grade specialists in recruitment and staffing functions, which includes preparing vacancy announcements, determining applicant qualifications, developing certificates, conducting reference checks, ensuring that required clearances are obtained, making employment offers, determining pay, and processing personnel actions.

Responsibilities

Requirements

  • Bachelor's Degree
  • 5 years of experience working in a federal agency environment
  • Active DEU (Delegating Examining Unit) certification
  • Ability to obtain and maintain the required government security check
  • U.S. Citizen
