About the position

The Human Resource Specialist II will provide essential support to the PM IEN Human Resources (HR) office, assisting in various functional areas that cater to both civilian government and military personnel. This role is critical in ensuring that HR operations run smoothly and efficiently, contributing to the overall mission of the organization. The specialist will be involved in a range of activities including in-processing, out-processing, and onboarding actions for new employees, ensuring that all necessary documentation and procedures are followed meticulously. Additionally, the specialist will be responsible for tracking and reporting on various performance evaluations and hiring actions, which are vital for maintaining compliance and operational effectiveness within the HR department. The position requires a proactive approach to managing organizational charts, emergency contact rosters, and manpower tables. The specialist will also prepare official correspondence in accordance with Army regulations, demonstrating a strong understanding of military correspondence practices. Furthermore, the role involves tracking mandatory training for government personnel and managing award presentations, which are essential for recognizing employee contributions and maintaining morale within the organization. In addition to these responsibilities, the Human Resource Specialist II will assist in planning and executing Equal Employee Observances and morale and welfare events, contributing to a positive workplace culture. The specialist will also execute timekeeping functions and manage various clearance requests, ensuring that personnel are compliant with security protocols. This position demands a high level of organization, attention to detail, and the ability to work independently while also collaborating with team members to achieve common goals. Overall, the Human Resource Specialist II plays a pivotal role in supporting the HR functions that are crucial for the success of the PM IEN office.

Responsibilities

  • Executes in-processing, out-processing and onboarding actions.
  • Updates briefings and plans quarterly.
  • Tracks and reports completion of civilian Contribution-Based Compensation and Appraisal System performance evaluations.
  • Tracks and reports military officer evaluation reports for military personnel.
  • Tracks, processes and reports civilian and military hiring actions.
  • Maintains organizational chart, emergency, and office contact rosters, calling trees, and manpower Table of Distribution and Allowance (TDA).
  • Prepares official correspondence within the guidelines prescribed in AR 25-50 and is well-versed in Army correspondence practices.
  • Tracks mandatory training for Government personnel.
  • Tracks and reports Office of Government Ethics -450 database.
  • Tracks, processes, and reports civilian and military awards and award presentation materials.
  • Serves as backup for all other HR tasking and reporting.
  • Assists with planning and execution of PM IEN Equal Employee Observances and Morale and Welfare events.
  • Executes Timekeeper functions in the Automated Time Attendance and Production System.
  • Enters data in Isolated Personnel system for personnel who cannot access the system.
  • Processes and tracks Theater Clearance Requests / Country Clearance Requests.
  • Processes Visitor Authorization Requests for personnel through the Joint Personnel Adjudication System.
  • Plans daily activities within the guidelines of company policy, job description and supervisor's instruction.

Requirements

  • Bachelor's degree and five (5) years of relevant work experience, or seven (7) years of relevant work experience without a Bachelor's degree.
  • Experience interacting with Army stakeholders supporting similar scope and scale of services is preferred.
  • Experience working successfully within a mature services-based capability for enterprise-level customers is preferred.
  • Demonstrates working knowledge of the concepts involved in the specific functions outlined in the specified labor category description.
  • Knowledgeable of and demonstrates ability to DoD classification guidelines and procedures.
  • Demonstrates ability to work semi-independently with oversight and direction.
  • Demonstrates ability to use logic when evaluating and synthesizing multiple sources of information.
  • Demonstrates understanding of interpreting analysis to include, but not limited to, its meaning, importance, and implications.
  • Demonstrates ability to defend analytic judgments with sound, logical conclusions and adapt analytic judgments when presented with new information, evolving conditions, or unexpected developments.
  • Demonstrates ability to produce timely, logical, and concise analytic reports, documents, assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.).
  • Demonstrates ability to communicate complex issues clearly in a concise and organized manner both verbally and non-verbally, with strong grammar skills.
