About the position

The Human Resources Specialist II in the Recruitment and Compensation Division is responsible for administering personnel recruitment and hiring activities, ensuring compliance with the Hidalgo County Classification and Compensation Plan. This role involves preparing job postings, screening applications, and working closely with department heads to resolve employment issues. The specialist also assists with performance evaluations and participates in career days and job fairs, contributing to the overall human resources management program.

Responsibilities

  • Administers personnel recruitment and hiring activities.
  • Verifies hiring, promotions, demotions, and lateral transfers for compliance with the Hidalgo County Classification and Compensation Plan.
  • Prepares job postings using the County's Applicant Tracking System.
  • Prepares and places job vacancy advertisements in various publications.
  • Verifies credentials of applicants to ensure they meet job requirements.
  • Screens applications for minimum requirements.
  • Works with Department Heads and Elected Officials to resolve employment issues.
  • Assists departmental administrative staff in submitting requisitions for position vacancies.
  • Administers and updates job advertisement reports using Excel.
  • Sends notices to applicants who were not eligible or selected.
  • Participates in career days and job fairs.
  • Assists with Annual Performance Evaluations and updates the performance evaluation system.
  • Administers and scores employment tests.
  • Screens and interviews applicants, evaluates qualifications, and refers qualified applicants to hiring authorities.
  • Completes human resources-related surveys and questionnaires.
  • Compiles and analyzes wage data.
  • Prepares human resources correspondence and reports.
  • Prepares training outlines and guides for orientation and training programs.
  • Conducts classification compliance audits and prepares reports of findings.
  • Assists in training and counseling agency staff on human resources management issues.
  • Assists in planning, developing, revising, and implementing human resources policies, procedures, and forms.

Requirements

  • Associate's degree in a related field.
  • One year of administrative experience.
  • Knowledge of human resources management principles and practices.
  • Skill in conducting interviews and evaluating applicant qualifications.

Nice-to-haves

  • Experience with Applicant Tracking Systems.
  • Familiarity with performance evaluation systems.
