About the position

The Human Resources Specialist II is responsible for performing advanced-level technical and administrative support functions within the Human Resources department. This role includes recruitment, applicant tracking, payroll administration, and new employee orientation, while also providing information regarding hiring policies and maintaining confidential personnel records. The incumbent is expected to work independently and utilize detailed knowledge of district policies and labor agreements.

Responsibilities

  • Develop and implement recruitment plans for classified, faculty, and management vacancies in consultation with hiring managers.
  • Prepare online postings, job advertisements, and related documentation; screen applications and review transcripts for minimum qualifications.
  • Schedule recruitment committee meetings and administer examinations to qualified applicants.
  • Assist in training and onboarding other staff, including Human Resource Specialists and temporary employees.
  • Meet standard levels of hiring completions each month as set by the Director of Human Resources.
  • Coordinate with selection committees and IT, as well as community partners.
  • Schedule interviews and provide guidance on the use of the District's online applicant tracking system.
  • Assist in maintaining and updating District human resources policies and procedures.
  • Monitor and track pre and post-hire processes such as onboarding and health screenings.
  • Create and edit job descriptions as needed.
  • Ensure compliance with applicable laws and District policies for salary placement recommendations.
  • Conduct new employee orientations and respond to inquiries regarding HR policies and procedures.
  • Track and maintain confidential personnel files and recruitment data within deadlines.
  • Enter and file newly hired employee data into personnel systems for payroll processing.
  • Prepare confidential agendas and documentation for Board of Trustees meetings.
  • Evaluate faculty professional growth plans and salary advancement requests.
  • Provide customer service support to internal and external clients and process invoices and financial transactions as required.
  • Represent the District at job fairs and community engagement events.

Requirements

  • An Associate's Degree or equivalent in business, human resources, or a related field; and two years of experience in human resources, preferably as a specialist or recruiter.
  • Completion of the twelfth grade or equivalent; and four years of experience in human resources with two years of recruiting experience.

Nice-to-haves

  • Knowledge of collective bargaining agreements and contracts.
  • Experience with human resources systems and software.
  • Ability to analyze data and produce reports.
