About the position

The Human Resources Specialist (Labor and Employee Relations) will provide expert consultancy on labor and employee relations matters within the Department of the Navy. This role involves maintaining effective labor-management relationships, advising management on disciplinary processes, grievances, and performance issues, and ensuring compliance with applicable laws and regulations. The specialist will also represent the organization in dealings with labor unions and assist in developing departmental policies.

Responsibilities

  • Provide expert technical consultancy on labor and employee relations matters such as performance, conduct, discipline, adverse actions, grievances, and appeals.
  • Establish and maintain effective labor-management relationships through negotiating and administering labor agreements.
  • Serve as management's primary technical advisor in dealing with labor-management matters.
  • Participate in or develop department policy and guidance to ensure compliance with applicable laws and regulations.
  • Interpret policy, standards, and procedures related to labor and employee relations.
  • Author disciplinary letters in consultation with management.
  • Prepare briefing and policy papers on labor and employee relations topics.
  • Represent the organization in dealings with site labor unions and in collective bargaining situations.

Requirements

  • Must be a US Citizen.
  • Must have at least one year of specialized experience equivalent to the GS-11/12 grade level in federal service or equivalent experience in the private or public sector.
  • Experience advising management on federal civilian disciplinary and adverse actions.
  • Experience advising on complex federal civilian grievance procedures and labor agreements.
  • Experience assisting management with federal civilian performance plans.

  • Experience in federal employee relations work.
  • Knowledge of labor laws and regulations.
