About the position

The Human Resources Specialist (Labor & Employee Relations) will serve in the Labor & Employee Relations/Worker's Compensation Department at Fleet HRO Norfolk. This role involves establishing effective relationships with supervisors and managers to resolve complex labor and employee relations issues, acting as a liaison between command personnel and the Operations Center, and providing sound recommendations to management based on thorough analysis of labor relations and personnel management theories.

Responsibilities

• Establish and maintain effective relationships with supervisors and managers to resolve difficult labor and employee relations issues.
• Function as a liaison between customer command personnel and applicable Operations Center personnel.
• Utilize guidelines and regulations to formulate solutions to problems and make sound recommendations to management.
• Act as an advisor to management on complex and controversial matters.
• Resolve problems and issues often involving incomplete and conflicting information.

Requirements

• Must be a US Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• Experience developing and delivering Labor & Employee Relations briefings and status reports to managers.
• Experience providing advice and assistance to legal representatives and management during formal hearings, grievances, and appeals.
• Experience applying labor relations and personnel management theories, concepts, practices, laws, and regulations to identify problems.
• Experience providing guidance to management regarding the negotiation of labor agreements.

Nice-to-haves

• Experience in written and oral communication sufficient to prepare and present investigative findings.
• Operational knowledge of HR data systems such as TWMS, DCPDS, and eOPF.
