About the position

The Human Resources Specialist (Labor Relations/Employee Relations) position at Pearl Harbor, HI, involves serving as a lead management representative in various hearings and negotiations related to labor relations. Responsibilities

  • Serve as lead management representative in hearings before the Merit Systems Protection Board, Equal Employment Opportunity Commission, Arbitration, and Federal Labor Relations Authority.
  • Provide assistance to management in labor relations matters and negotiations with labor organizations.
  • Advise supervisors on achieving positive discipline and analyzing human relations aspects of discipline problems.
  • Research and analyze employee or labor relations processes and procedures.
  • Prepare draft agreements or appeals correspondence and resolve disputes arising from disciplinary processes.

Requirements

  • Must be a U.S. Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • Experience in researching and analyzing employee or labor relations processes and procedures.
  • Experience advising managers on performance and conduct issues, grievances, and labor-management partnerships.

Nice-to-haves

  • Experience in negotiating collective bargaining agreements (CBA).
  • Knowledge of federal labor relations laws and regulations.
