About the position

This position is with the Office of the Chief of Army Reserve, Office of the Deputy Chief of Staff, General Officer Management Office located at Fort Knox, Kentucky. The Human Resources Specialist (Military) will play a crucial role in managing the United States Army Reserve General Officer Reserve Program Army Budget. The selected candidate will be responsible for estimating accurate annual funding requirements and expenditures, overseeing the overall management of the budget, and recommending alternative funding sources to ensure mission requirements are met. This role requires a deep understanding of military personnel administrative actions, military orders, and familiarity with travel authorizations. In addition to budget management, the specialist will supervise the implementation of finalized results with staff to ensure the success of program initiatives. They will monitor laws, policies, and principles pertaining to the United States Army Reserve and assist in developing regulatory and policy initiatives to enhance the management of the General Officer Program. The specialist will also manage General Officer program requirements, monitor individual General Officer man-day usage, and recommend ceiling limits. As a representative to various special committees, the specialist will coordinate policies and procedures with various agencies to define problems and solutions, ensuring customer inquiries are resolved satisfactorily within established guidelines. Mentoring civilian and military personnel will also be a key responsibility to ensure that management program initiatives are met. The position is permanent, full-time, and offers telework eligibility as determined by agency policy. The selected candidate will be required to obtain and maintain a Secret clearance and may be subject to a suitability or fitness determination based on a completed background investigation.

Responsibilities

  • Estimate accurate annual funding requirements and expenditures for the United States Army Reserve General Officer Reserve Program Army Budget.
  • Oversee the overall management of the United States Army Reserve General Officer Reserve Program Army Budget.
  • Recommend authorized alternative funding sources available to ensure United States Army Reserve mission requirements are accomplished.
  • Supervise implementation of finalized results with staff to ensure success of program initiatives.
  • Monitor laws, policies, and principles pertaining to the United States Army Reserve.
  • Assist in the development of regulatory and policy initiatives to enhance the management of the United States Army Reserve General Officer Program.
  • Manage General Officer program requirements with the Office of the Chief of Army Reserve, General Officer Management Office Chief.
  • Monitor individual General Officer man-day usage and recommend ceiling limits.
  • Serve as a representative to various special committees.
  • Coordinate policies and procedures with various agencies to define problems and solutions.
  • Resolve inquiries to the satisfaction of customers within established guidelines, regulations, or policies.
  • Mentor civilian and military personnel to ensure Office of the Chief of Army Reserve Management Program initiatives are met.
  • Develop internal timelines and specific processes to subordinate to meet critical and routine suspense.

Requirements

  • One year of specialized experience working with military personnel administrative actions, military orders, publication/production, and familiarity with travel authorizations.
  • Experience utilizing human resources personnel systems such as Integrated Personnel and Pay System - Army (IPPS-A), Regional Level Application Software (RLAS), Defense Travel System (DTS), and/or Interactive Personnel Electronic Records Management System (iPERMS).
  • Ability to demonstrate competencies in Accountability, Developing Others, Financial Management, Influencing/Negotiating, Partnering, Problem Solving, Program Management, and Strategic Workforce Planning.
