About the position

The Human Resources Specialist (Military) position within the Department of Defense is a critical role that involves managing various military personnel management programs. The specialist will be responsible for reviewing personnel action requests to ensure compliance with established policies and regulations. This includes managing programs such as Retirement Services, Health Services, Military Full-Time Support, Officer Management, Enlisted Management, and Casualty Operations. The role requires providing briefings and training on current and proposed policies related to military personnel action programs, ensuring that all personnel are informed and compliant with the latest regulations. In addition to managing personnel programs, the specialist will compile and analyze data to identify trends or deficiencies within the military personnel management system. This analysis is crucial for providing program guidance to Commands and Soldiers assigned within the Regional Division footprint. The specialist will also initiate and recommend actions to implement programs designed to optimize manning and personnel support, ensuring that the military maintains a high level of operational readiness and personnel welfare. The position requires active membership as a soldier in the U.S. Army Reserve (USAR), and candidates must meet specific eligibility criteria based on their employment authority category. The role is evaluated based on competencies in customer service, managing and organizing information, managing human resources, and written communication. Specialized experience in military human resources management programs is essential, along with the ability to provide technical advice on various personnel actions and programs.

Responsibilities

  • Review personnel action requests to ensure compliance with policies and regulations.
  • Manage one or more military personnel management programs such as Retirement Services, Health Services, Military Full-Time Support, Officer Management, Enlisted Management, Personnel Actions and Services, Orders, Awards, or Casualty Operations.
  • Provide briefings and/or training on current and proposed policies for assigned military personnel action programs.
  • Compile and analyze data to identify trends or deficiencies.
  • Provide program guidance to Commands and Soldiers assigned within the Regional Division footprint.
  • Initiate and recommend action to implement programs designed to provide optimum manning and personnel support.

Requirements

  • Active membership as a soldier in the U.S. Army Reserve (USAR) is required.
  • One year of specialized experience in military human resources management programs, including strength management, personnel readiness, retention, and military personnel actions.
  • Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education in a relevant field such as Human Resources.
  • A combination of education and experience may be used to qualify for this position.

Nice-to-haves

  • Experience with Casualty Operations, Yellow Ribbon, and Sexual Harassment/Assault Response and Prevention (SHARP) programs.
  • Familiarity with federal employment regulations and policies.
