About the position

The Human Resources Specialist at the Department of Defense serves as the subject matter expert (SME) on performance management and performance incentive awards. This role involves developing and disseminating policies related to performance management, ensuring compliance with federal regulations, and advising management on performance-related matters. The specialist will maintain expert knowledge of performance evaluation systems and work closely with supervisors to align organizational changes with management goals.

Responsibilities

• Serve as the agency SME on performance management and performance incentive awards.
• Develop and assist in the formulation and dissemination of the DPMAP and recognition policy to all employees.
• Review and interpret OPM and DoD instructions for impacts on local implementing instructions.
• Develop and maintain SOPs for queries and reporting procedures.
• Maintain expert knowledge of performance evaluation systems, including policies, procedures, and practices.
• Review recommended appraisal formats and standardized performance elements for regulatory compliance.
• Work closely with supervisors/managers to convey organizational changes in alignment with management goals.

Requirements

• Must be a U.S. Citizen.
• Obtain and maintain a Secret security clearance.
• Must adhere to the DoD Standards of Conduct.
• One year of specialized experience at the GS-12 level or equivalent in the Federal service, including consulting on performance and awards programs, researching laws and regulations, and advising management on performance management.
• Ability to create and conduct data analysis.
