About the position

The Human Resources Specialist (Payroll/Processing) at the Department of the Treasury's Office of Chief Counsel plays a crucial role in supporting the administrative, financial, and managerial programs of the office. This position focuses on payroll and personnel action processing, providing technical assistance and guidance on various HR functions, and ensuring compliance with federal regulations. The specialist will serve as a key contact for payroll issues and will be responsible for resolving complex personnel and payroll problems, thereby contributing to the efficient operation of the HR division.

Responsibilities

  • Serve as an expert on processing and payroll problems, independently resolving issues with the National Finance Center (NFC).
  • Provide guidance and resolution to management officials and personnel staff on complex Personnel/Payroll and Background Investigation actions.
  • Independently process a full range of official personnel actions and payroll documents.
  • Review personnel actions and requests (SF-50 & SF-52) for accuracy and completeness.
  • Resolve discrepancies or missing items from SF-52's by contacting the appropriate HR Specialist for correction or clarification.
  • Process Lump-Sum Payments, Credit Hours, Awards, and Performance Appraisals.
  • Review Leave Error Reports and Leave Audits, resolving errors within SETR and the NFC.
  • Monitor and resolve payroll problems, including retroactive back pay cases affecting TSP, social security, state taxes, and Federal taxes.
  • Resolve erroneous pay and missing refunds, determining the source of the problem and ensuring resolution.
  • Conduct new employee orientations and assist new onboarding employees in filling out forms and acquiring badges.

Requirements

  • At least one year of specialized experience in processing payroll and personnel actions in automated federal payroll and personnel systems.
  • Experience providing advisory services to managers and/or employees and resolving issues for HR Benefits programs such as FEHB, FEGLI, TSP, leave administration, and background investigations.
  • For GS-11, experience researching, interpreting, and applying administrative policies and procedures related to payroll and processing.

Nice-to-haves

  • Master's or equivalent graduate degree in Business Administration or Human Resources Management.
  • Ph.D. or equivalent doctoral degree in a related field.
