About the position

The Human Resources Specialist at the University of Hawai'i at Manoa's Institute for Astronomy is responsible for managing various HR functions, including payroll processing, employee benefits administration, and recruitment support. This full-time temporary position requires a strong understanding of HR principles and practices, as well as the ability to maintain effective working relationships with faculty and staff. The role involves supervising student assistants and ensuring compliance with state and federal regulations.

Responsibilities

  • Processes UH and Research Corporation of the University of Hawaii (RCUH) payrolls and ensures compliance with State & Federal rules & regulations.
  • Reviews UH Fringe timesheets for accuracy and completeness and processes them to Payroll and/or Office of Human Resources (OHR).
  • Prepares and processes all employee new hire and benefit documents, ensuring data consistency with UH, State, & RCUH policies.
  • Prepares and reviews employee leave records, maintaining individual leave record sheets and advising employees of leave balances.
  • Disseminates new and updated UH/RCUH benefits information and responds to employees' inquiries.
  • Advises and recommends faculty and staff on payroll policies and procedures, and responds to various inquiries related to Human Resources.
  • Supervises student assistants in payroll, leave record keeping, and general administrative tasks.
  • Assists with recruitment by scheduling interviews and gathering candidate release forms.
  • Responsible for the Human Resources Section of the IfA's Document Management System.
  • Maintains computerized databases for internal use and generates routine reports as necessary.
  • Maintains personnel records in UH and RCUH PeopleSoft systems.
  • Performs other duties as assigned.

Requirements

  • Possession of a baccalaureate degree in Human Resources, Management or related field and 1 year of progressively responsible professional experience in Human Resources or Management.
  • Functional knowledge of principles, practices, and techniques in Human Resources, Management, or Personnel Administration.
  • Understanding of federal and state laws, rules, regulations, and systems associated with Human Resources.
  • Ability to recognize problems, identify possible causes, and resolve issues in Human Resources.
  • Ability to understand documentation, write reports, and communicate effectively in various situations.
  • Ability to establish and maintain effective working relationships with internal and external organizations.
  • Ability to operate a personal computer and word processing software.

Nice-to-haves

  • Work experience in a research environment.
  • Knowledge of UH and RCUH rules and regulations.
  • Experience with financial or human resources information technology systems.
