About the position

The Human Resources Specialist at the University of Hawaii is responsible for managing the day-to-day operations of the Center on Disability Studies. This role involves analyzing staffing needs, processing personnel actions, participating in recruitment, advising on employee appointments, and ensuring compliance with various regulations. The position requires a strong understanding of human resources management principles and the ability to resolve complex issues effectively.

Responsibilities

  • Serve as the Human Resource Specialist for the Center on Disability Studies (CDS).
  • Analyze and recommend administrative staffing needs to meet operational requirements.
  • Process all personnel actions for various employee categories in compliance with rules and regulations.
  • Advise on collective bargaining agreements and assist in investigations and grievance resolutions.
  • Participate in the recruitment process, including developing position descriptions and job advertisements.
  • Facilitate salary requests for different position types.
  • Advise on employee appointment periods and maintain personnel inventory records.
  • Recommend changes to internal policies and procedures to improve HR document processing.
  • Review university-generated reports for accuracy, including Effort Certifications and Cost Sharing.
  • Oversee casual hires and undergraduate student assistants, establishing work assignments and training as needed.
  • Conduct audits of employees' leave balances and process leave requests.
  • Handle workers' compensation claims in accordance with policies and procedures.

Requirements

  • Possession of a baccalaureate degree in Human Resources, Business Administration, Education or related field.
  • 3 years of progressively responsible professional experience in human resources management.
  • Considerable working knowledge of human resources management principles and practices.
  • Understanding of applicable federal and state laws related to human resources management.
  • Ability to resolve complex problems using creative reasoning and logic.
  • Demonstrated ability to interpret and present information clearly in writing and verbally.
  • Ability to establish and maintain effective working relationships with various stakeholders.
  • Proficiency in operating a personal computer and using word processing software.

Nice-to-haves

  • Familiarity with extramural contracts and grants.
  • Familiarity with Disability and Diversity Issues.
  • Experience with university personnel management systems including PeopleSoft and others.
  • Knowledge of UH policies and procedures.
