About the position

The Human Resources Specialist at the University of Hawai'i is responsible for managing the day-to-day operations of the Center on Disability Studies. This role involves overseeing personnel actions, advising on staffing needs, participating in recruitment processes, and ensuring compliance with various regulations. The position also includes handling employee relations, conducting audits, and managing leave balances, making it essential for the effective functioning of the HR unit.

Responsibilities

  • Serve as the Human Resource Specialist for the Center on Disability Studies (CDS).
  • Analyze and recommend administrative staffing needs to meet operational requirements.
  • Process all personnel actions for various employee categories in compliance with existing rules and regulations.
  • Keep abreast of collective bargaining agreements and advise on related matters.
  • Assist in the recruitment process, including developing position descriptions and job advertisements.
  • Facilitate salary requests for various position types.
  • Advise on the status of employees' appointment periods and FTEs for extramural projects.
  • Recommend changes to internal policies and procedures to improve HR document processing.
  • Review university-generated reports for accuracy.
  • Oversee casual hires and undergraduate student assistants, establishing work assignments and training as needed.
  • Conduct regular audits of employees' leave balances and process leave requests.
  • Handle workers' compensation claims in accordance with policies and procedures.

Requirements

  • Possession of a baccalaureate degree in Human Resources, Business Administration, Education or related field.
  • 3 years of progressively responsible professional experience in human resources management or equivalent combination of education and experience.
  • Considerable working knowledge of human resources management principles and practices.
  • Understanding of applicable federal and state laws, rules, and regulations related to HR management.
  • Ability to resolve complex problems using creative reasoning and logic.
  • Ability to interpret and present information clearly in writing and verbally.
  • Ability to establish and maintain effective working relationships with various stakeholders.
  • Proficiency in operating a personal computer and word processing software.

Nice-to-haves

  • Familiarity with extramural contracts and grants.
  • Familiarity with Disability and Diversity Issues.
  • Experience with university personnel management systems such as PeopleSoft and TAPS.
  • Knowledge of UH policies and procedures.
