The Human Resources Specialist (Recruitment & Placement) position within the Department of Defense is a critical role that involves advising management on effective recruitment strategies and sourcing candidates for various positions. The specialist will provide guidance on merit system principles and prohibited personnel practices, ensuring that the development and use of valid selection criteria are adhered to throughout the hiring process. This position requires the use of automated Human Resources systems to prepare and process personnel actions, including the creation of vacancy announcements and referral lists of eligible applicants. The specialist will also be responsible for coding personnel actions, ensuring that the nature of action, legal authority code, and remarks comply with regulatory guidelines. In this role, the specialist will work closely with management to identify staffing needs and develop recruitment plans that align with organizational goals. The position requires a thorough understanding of federal employment regulations and the ability to navigate complex personnel systems. The specialist will also be tasked with coordinating pre-employment requirements and assisting in the finalization of selections and commitments. This position is essential for maintaining the integrity of the hiring process and ensuring that all candidates are evaluated fairly and in accordance with established guidelines. The successful candidate will be expected to demonstrate a high level of professionalism and discretion, as they will be handling sensitive information and making recommendations that impact the hiring of personnel within the Department of Defense. Responsibilities

  • Advise management on recruitment strategies, sources, and special programs.
  • Provide guidance on merit system principles and prohibited personnel practices.
  • Develop and use valid selection criteria for recruitment processes.
  • Utilize automated Human Resources systems to prepare and process personnel actions.
  • Prepare vacancy announcements and referral lists of eligible applicants.
  • Code personnel actions ensuring compliance with regulatory guidelines.
  • Coordinate pre-employment requirements and assist in finalizing selections and commitments.

Requirements

  • One year of specialized experience in processing personnel actions in an automated database.
  • Knowledge of civilian personnel programs under the General Schedule (GS) or other pay systems.
  • Experience in coordinating pre-employment requirements and applying Human Resources regulations, laws, and guidance.
  • One full year of graduate level education in a relevant field such as Business Administration or Human Resources Management.
  • Successful completion of a bachelor's degree with Superior Academic Achievement.
