About the position

The Human Resources Specialist (Recruitment & Placement) position is located within the Department of Defense Office of Inspector General (DoD OIG), specifically in the Mission Support Team (MST) under Human Capital Management (HCM). The incumbent will play a crucial role in managing recruitment-related programs within the Classification and Staffing Division. This position is responsible for overseeing various programs, including the OIG Pathways Program, the OIG Workforce Recruitment for Students with Disabilities, and the OIG Detail Program. Additionally, the specialist will manage the DoD Priority Placement Program and the Reemployment Priority List, ensuring compliance with all relevant laws, regulations, and policies. The role requires the incumbent to serve as the Administrator of USA Staffing or other automated recruitment systems, working closely with service providers to resolve system issues and provide necessary training and guidance to staff. The specialist will also be tasked with identifying appropriate training for HCM staff, monitoring training effectiveness, and ensuring it aligns with current responsibilities. Furthermore, the incumbent will conduct or participate in special projects or studies related to recruitment and staffing, developing project plans, documenting results, and providing recommendations to HCM leadership. Staying informed about changes in DoD and OPM laws, regulations, and policies affecting recruitment and placement is essential, as the specialist will need to determine the impact on OIG operations and recommend methods to address new requirements.

Responsibilities

  • Manage the OIG Pathways Program and Workforce Recruitment for Students with Disabilities.
  • Oversee the DoD Priority Placement Program and Reemployment Priority List.
  • Serve as the Administrator of USA Staffing or other automated recruitment systems.
  • Resolve system problems and provide training and guidance to staff.
  • Identify and recommend appropriate training in staffing for HCM staff.
  • Conduct or participate in special projects or studies in recruitment and staffing.
  • Develop project plans and objectives, document results, and provide recommendations to HCM leadership.
  • Maintain awareness of DoD and OPM changes in law, regulation, and policy affecting recruitment and placement.

Requirements

  • Must be a U.S. Citizen.
  • Males born after 12-31-59 must be registered or exempt from Selective Service.
  • Specialized experience at the GS-12 level: One year of specialized experience equivalent to GS-11, demonstrating the ability to perform duties related to recruitment programs.
  • Specialized experience at the GS-13 level: One year of specialized experience equivalent to GS-12, demonstrating the ability to manage recruitment programs and processes independently.
  • Knowledge of laws, regulations, policies, and precedents for recruitment programs, including Veteran Preference and DoD Priority Placement Program.

Nice-to-haves

  • Experience working with USA Staffing or comparable platform systems.
  • Ability to assist in auditing staffing actions and records.
  • Experience in preparing and briefing staffing information and metrics to diverse audiences.
